Turkey is the first country to recognize the independence of Kazakhstan and has been supporting the efforts of Kazakhstan since the latter won its independence. From that moment two presidents of countries have been showing an incredible example based on the unity and friendship of the periods of time. Our Leader of nation Nursultan Nazarbayev said: " It will not be a lot how much we learn about common Turkic values. We have the problem of modernity. During 25-26 years the relation of Kazakhstan and Turkey is developing in the friendship and brotherhood direction"[1]. The formation of nation, the beginning of national consciousness bring to ancient Turkic time and deep history. Therefore, at the present time the general historical written heritage of the relationship and unities of the Turkic nations was paid attention.

The present history created its perspective in the creation Turkic language nations. And it appeared on the scene of history as an individual nation. That is why historical records heritage and oral literature samples of Turkic people are considered as belonging to the Kazakh nationality.

There are not few sayings about the value of research of the Turkic heritage. Because with the study the history of people, memory and consciousness, cognition, a concept of certain similar ethnic communities in the historical and cultural space and a civilization can be determined. The search continues in this direction and is waiting its common channel and decision.

If we consider the researchers till recent time, including history of population, language, nature, religion, the customs and traditions of the tribe-life migration in the Eurasian space, formation specificity of their relationship can be reflected to the different thoughts and opinions.

Earlier works of Western and Russian scientists were the crucial document, clearly taken in as evidence, now it is being opened wide possibility to study that heritage to top up further.

After Kazakhstan declared its independence, as it became independent state, to research by comparing the Kazakh language with the fraternal Turkic languages study deeper into the history of the Kazakh language are being more intense pace than before.

In order to clarify the history of the development of the Kazakh language, there is paid special attention to specimens, folklore, the written monuments of ancient Turkic language, studies of language being recorded in the middle ages, heritage, ancestors, literary-cultural and spiritual heritage as a national values.

In General, melding thinking system the world nations’ Proverbs and sayings is on "reasonable person language, which is inseparably connected with all the period of life that the mythical treasure has been hidden different outlook(the subconscious) "[2]. Because on the mythical-cognitive rows of person consciousness archetypal affects in the formation of c any concepts and cognition process.

Destiny of the language is related with history of a nation. Tradition, thought, social status, cultural level of the nation is reflected in that nation’s language. Inside many nations, in Turkic nation language, cultural life is special, reflecting the history of identical Proverbs and sayings that define the development specifics and the main indicators of the national culture, language and nation, as an integral part of the Language.

The gate of the Turkic world was open for the journalists. When Turkic people were researching each other’s languages and literature, history and culture they considered in comparison the study of Proverbs and sayings of Turkic language nations. We would open semantic and structural nature perfection by the defining national-cultural specificity. If we impregnated the continuation of Turkic spirituality to the consciousness of young generation, in the end we would present Turkic values.

As far as many researchers have investigated, there is an analogy for priority in the similarity of the word’s art of Turkic people. Including, especially, there are a lot of common Proverbs and sayings. The resemblance of the Turkic people proverbs and sayings, first of all, indicates the result of the nations’language kinship, closeness, cognitive community,secondly, it is the result of close relation in the field of culture and customs.

As well as all Proverbs and sayings from Paremiological Fund are not the root of one nation , in accordance, it sit down on the Deposit of other languages. As many Proverbs, among the Nations of the Turkic language, are common for them, they are stored in the language related nations, in force to this day they are used in their meanings. It's hard to say that Proverbs and sayings are the legacy of only one language. This, in most cases it applies in one meaning among the Turkic people.

Paremiology scientists have different answers to the identity of proverbs and sayings of Turkic peoples. Someone explains this identity as an ethnic-national and linguistic kinship. If the second group says that it emerges on the basis of agriculture and cultural relations, the third group says that it is the result of spiritual unity with the community of historical experience and similar stage of social development.

However, to conform to the ideological life of the Turkic people is identical, for example, in science, in literature and in oral literature paremiological Fund, including each other pair is a linguistic material in the way for defining nation’s historical development ethnic and language relativeness. Found in Turkic languages (Kazakh, Kyrgyz, Tatar, Uighur, Uzbek, Turkmen, Azerbaijani) proverbs and sayings can be comparing selected by the sides of form and theme identity. That is why we decided to study national and cultural foundations Proverbs and sayings based on reasonable numbers of Turkic nations.

Mathematics is one the oldest science, its history has already begun when we did not have writing and drawing. In epoch of human development in our time,there were concepts as "more", "less", "big", "small". These are the basis for the formulation of the concept " equal". The struggle for survival around of ancient people held to count objects, to compare quantities of objects and even deprivation of seasons.

To appeal the history sources, in ancient Babylon, there is a evidence of using the numbers. At that time there were only the numbers 1 and 0. There was an accounting system unit, ten and hundred. Subsequently, the famous philosopher Pythagoras reduced the numbers from 1 to 9. He divided them into a few units. He taught his students that numbers predominate the world. Each figure ultimately has certain thought and idea. To understand the meaning of that idea scientists opened the special Sciences numerology.

With the help of numerology we can understand each number’s output, sense, its impact on human life. According to the numerology scientists thought the soul of each person is connected with his numerological code. He didn't know the code, you may decide a man's fate. If you can solve the numerological code you will be an owner of your destiny. As we can see everyone will believe in lucky and unlucky numbers. let's say someone's lucky number is 13, unlucky number is 9. On 13th of each months people who believe in it with full dedication do any existence day with great confidence. And on 9 th of each month there are some people who care his each step, even not leaving the house during the whole day. Thus, if there is the number 13 goes constantly, if it is 9 will keep safety. Not only one man, here it is the phenomenon to believe in it as a mass, is not it? Our such concepts as "Zheti Kazyna", "Er kezegi ushke deyin", "Wednesday-successful day" concept, constant neighbours russian "Holy three", by the way the American threatening concept, conducted with an anxiety during the whole day "13th on Friday" and otherscan be the great evidences to the statements above. Not all numbers are used in this purpose.

In particular, figures "three", "seven", "nine", "forty" are used in definite meanings. In addition, some figures are differ with quantitative values, including with the usage in other meanings. This situation, comes clearly in the eye, especially with difference of usage of phrasal verbs , legends, quotes, poems, traditions and other circumstances related to the application in these numbers . However, the history of this phenomenon is far away from us.

Investigated the Numerals comprehensively In the Kazakh language the scientist A.Hasenov said: "Titles of the figures belonging to the main Turkic languages dictionary Fund were occured from the real life, concrete substance, were taken from the nouns. Nowadays if we tell about ancient Turkic people we know that the simple life of Turkic people is weighed by agriculture. Turkic people as well as other people measured for a long time for studying natural figures. From the reached national pedagogy we know that for studying certain number we should compare the signs and properties ofsubject before the numbers. For example,the moon and the sun are only one. The dictionary equivalents of the number “one”in are designated the concepts as person single, alone, alternate, name. Number “two” was taught in the same way, the dictionary equivalents are a pair, double, twins, therefore concepts include couples – two eyes, two ears, hands and feet. Also if we title some words which could not take number as words countable, uncountable, huge, much, many, the small pieces of those words are called little, one drop,tiddly, tiny, negligible. they say, do that Athas substances, objects the smallest details are small, titma, drops, misal, itindi, but now no Gazan – dalladay, dear citizens, tincta that from Moscow, the amount of water – deep, small, retail concepts are half. We title the plains as spacious, petite, dimunitive, patch of ground, the amount of water as deep, shallow, superficial, the retail notions as part and half.

The capital of Turkic people in the world - the native steppe, the owner of the native steppe is "Kazakh Eli" which keeps unity of everything. According to the comprehensive researches on Figures we have noticed that there are many Proverbs and sayings based on number components in the Kazakh and Turkic languages among Turkic-speaking people.

For example, in the Turkic Proverbs and sayings: There are many who endure about orphans, bot no one who gives any bread , If your hearts is efficient go 40 years without ablution, Take care of lonely, The heart like a glass, if it breaks , you could not gather, Do not have 100 rubles, have 100 friends, A bird in the hand is worth two in the brush, The brave dies perhaps two thousand deaths if he's intelligent[3].

As well as one of the stars of the medieval Turkic language people Mahmud Kashgari , in respect of their date , had abridged version of information about Central Asia and Kazakhstan "Turkic language" where we can meet many Number component Proverbs and sayings in his work. For example, Birin-brir myn bolur, tama-tama kol bolur(Penny and penny laid up will be many) Eki kochkar bashy bir ashachta byshmas( In one boiler two grains of wheat are not boiled), Ialnuz kaz otmas(God helps those who help themselves), Bir tulki terisin ikila soimas(Chance comes once), Ieti bashlyk – iil boka (Seven-headed monster) [4].

Summing up, the gate of the Turkic world was open for the journalists.
